Trash Pick-up (Friday)
Residential waste collection generally does not occur on the following days: New Year’s Day, Memorial Day, 4th of July, Labor Day, Thanksgiving Day and Christmas Day. When the holiday falls on a weekday, collection will be delayed one day from your regular collection day for the remainder of the week. If a holiday falls on a Saturday or Sunday, there will be NO delays. Blue bins (recycling) are only picked up every other scheduled pick up cycle. Green Bins (yard waste) are picked up weekly, along with other bins, starting the 1st pick-up of April and ending the last pickup of November. Between the 1st pick-up of December and the last pickup of March, green bins are only picked up on the 1st scheduled pickup of the month.
Trash Cans
All Recycle (Blue Bins) and Household containers (Gray Bins) must be stored out of sight, and out of view from the street, except on scheduled pickup days. During months where the green bins are picked up weekly (April-Nov), these bins can be stored on the side of the 3rd car garage as far back and as much out of view as possible for easy access to yard materials. During months where the green bins are only picked up monthly (Dec – April 1), they need to be stored out of sight and out of view from the street. Changes to Exterior of Homes
Architectural Review and approval for any exterior changes to property such as adding a deck, pet enclosures, storage shed, fencing, sport courts, swimming pools, playground equipment, spas, hot tubs, basketball or tennis courts, patios & patio covers, or painting your home, the required Architectural Change form needs to be submitted for review. If in doubt, please contact the WRB for guidance. An AR Form is obtainable from this website or on the WR Facebook page.
Landscaping
Simple landscaping changes such as planting shrubs, flowers, or ornamental trees do not require AR review or approval. If multiple trees or other landscaping are to be planted in a fashion as to become privacy barriers, then an AR is required. Again, if in doubt please refer to the CCR’s for guidance. Or, contact the WRB for assistance. Neighbor input may be required if views or other aspects of the intended landscaping modifications could impose a negative impact on adjoining property.
Pets
All pets, especially dogs and cats, must be kept on a leash when in public areas in accordance with the City of Spokane leash laws or be subject to a fine of $87. Cats and/or dogs are not allowed to run free in Windsor Ridge. Please refer the CCR’s Article XII sec. 9 and the WR Rules & Reg’s for more clarification. To report non-compliance, contact the City of Spokane SCRAPS at (509)477-2532, or contact the WRB to report violations. Fines/assessments will be levied for repeat offenders.
In addition to dogs and cats, no other animals are permitted in WR other than “small caged birds, tanked fish, or other conventional small household pets”. This specifically applies to farm animals, reptiles, and/or other caged or uncaged birds. Please refer to the WR CCR’s Article XII, sec.9 and the Rules & Regs for additional information on this subject.

Vehicle & RV Parking
Please refer to the WR CCR’s Article IX, sec. 1 and the Rules & Reg’s for a complete explanation of the acceptable types and timelines for vehicle parking on lots. This is probably the most violated area of the CCR’s, but one that is easily avoided if the residents are aware of and adhere to the limitations spelled out in the governing documents. Temporary Signs
Article XII, sec. 8 details this provision, and stipulates “No signs, billboards, or other advertising structure or devices all be displayed to the public view on any Lot except one sign not to exceed five (5) square feet in area may be placed on a Lot to offer the property for sale or rent.” “Political yard signs, not more than five (5) square feet, of a temporary nature will be allowed during campaign periods on Lots. Within five (5) days of the occurrence of the election, such signs must be removed from Lots. The Board may cause any sign placed on Properties in violation of this provision to be removed and destroyed with the cost thereof to be assessed to that Lot Owner.”
Broken Street Lights
Vera Water and Power is responsible for keeping the street lights in acceptable working order. If a street light is out in your area, please call them at 509.924.3800, or email a service request to their web site verawaterandpower.com/submit-a-service-request.
Complaints
Before submitting a complaint form please read and become familiar with the parts of the Bylaws, CC&R’s, and the Addendum to the CC&R’s which apply to your concern. Non-written complaints or written complaints that do not contain sufficient required information may not be investigated or pursued at the discretion of the Board of Directors of our Homeowners Association
Once your complaint form has been submitted please be aware that our HOA often only meets every two or three months. Some time may be required for the HOA to review and consider your submission and decide how to proceed. Where Do My HOA Dues Go
HOA dues are allocated to two different types of funds used by the HOA to maintain and improve the properties within the association: operating funds and reserve funds. Operating funds are used for day-to-day operations and recurring expenses, including common area maintenance, mowing, landscaping, insurance, postage, taxes and utilities. Meanwhile, reserve funds are tapped into in the event of large-scale projects, such as major renovations or emergency repairs. Drainage in our community was designed to rely on swale system which is also maintained by the HOA. Each year, all member receive a copy of the balance sheet and an up-to-date operating budget.
